[Rationally speaking, taking out this president is a necessary step to achieve the possibility of a new life and goal in Hot Pants' world. It's what needs to be done and he feels prepared to face it all.
But there's also that it's Hot Pants.
November 11 is, curiously enough, not as indifferent towards the people he cares about as the majority of Contractors tend to be. He goes against his rational nature for the sake of revenge when they're injured gravely, and tries to keep others out of harm's way if he trusts them. After everything that happened, November cares about Hot Pants, and therefore is willing to do things for her, even though it's not exactly the optimal path forward.
That's a larger component in this decision than expected, but he's not unhappy about it in the slightest]

Correct. Although Dreamer seems to mean no harm, I'm not convinced yet he has our best interests in mind, either way.
